- Tobias Lear was the Private Secretary to President George Washington from
1785 to 1792. He was a graduate ofHarvard in 1783; president of the
Potomac Canal Company in 1795; Military Secretary of President Washington
with the rank of Colonel in 1798; Consul at Santo Domingo, appointed by
President Thomas Jefferson in 1802; Consul General at Algiers from 1804 to
1811; negotiator of the treaty with Tripoli which ended the exactment of
tribute from American merchant vessels; and accountant of the War
Deprtment from 1811 to 1816.
