Jasper was the son of Beulah Stafford Turner and Jacob Francis Turner of Fincastle, Virginia. He graduated from William Fleming High School in Roanoke, Virginia, in 1940. Jasper attended the University of Virginia for two years before being called to service in the Army as a Ranger in World War II. He fought in the Northern Appenine, Po Valley, and Rome Arno campaigns in Italy from 1943 to 1945 and was awarded three bronze battle stars and a purple heart during his service. In 1947 he graduated from the University of Virginia and was employed by C&P Telephone Company of Charleston, WV, retiring from the company as District Manager in 1982. He married Marilyn Hamrick Turner on August 8, 1952, resided in South Charleston, WV, and was an active member of Christ Church United Methodist serving as a Stephen's Minister within the Kanawha Valley for many years. From 1999 to 2016 he and Marilyn resided in Pembroke Pines, FL, near their son, where they were both active in programs of New Horizon United Methodist Church. He delivered hot meals to the elderly as a volunteer for Meals on Wheels, a service he loved dearly. He raised three sons in the faith and was a loving and compassionate husband, father, grandfather, brother, and son, as well as friend to many, always placing their needs before his own. Jasper was preceded in death by his parents, his brothers Frank, Fred, Elbert, Randall, Thurman, Trevor, and Rodney Turner; his sister Rosalie Ralph and his son John Francis Turner. He is survived by his wife of 64 years, Marilyn.
