• Notes

  Vermont Attorney, Banker and Politician. He graduated from Middlebury College in 1901, and served in the Philippines as a member of the U.S. Teaching Service. He studied law and began to practice in Rutland after his admission to the bar in 1906. A Republican, he served in the Vermont House of Representatives in 1906, and as Rutland County State's Attorney from 1908 to 1912. From 1915 to 1917 he was Mayor of Rutland. He was also a Trustee of Rutland's Marble Savings Bank. In December 1936 he was one of several Marble Bank officials, including bank President and Vermont Governor Charles M. Smith, who were arrested and charged with fraud for failing to inform authorities about an embezzlement. Smith was acquitted at his trial, and the charges against Stafford and most other parties were dismissed. Stafford also served as President of the Rutland County Savings Bank, President of the Vermont Bar Association, a Director of the Rutland County Telephone and Telegraph Company, a Trustee of Middlebury College, and Chairman of the Vermont Board of Education.
