Washington Stafford (1820-1909) of Livingston County, Illinois, has a very thorough entry in a history of that county, dated 1887. In it, he said his parents were Joseph and Elizabeth Meyer Stafford, and that he was one of eight children--Elizabeth Jane, himself, John, Sarah, Susan, Mary, William and James. There were brief statements about each of them, and it states that William was living in Richland County, Ohio, and was married to Mary Licklighter, and they had four daughters and a son
The clearest indication of Joseph's birth year comes from the 1850 census, in which he states he is 60 years old, making him born in 1790. This is supported by the age ranges given in the census from 1810-1840. Since land records show Richard and Catherine Stafford were residents of Hampshire County by 1786, we must naturally assume that Joseph was born in Hampshire (now Mineral County, West Virginia) County, Virginia.
PARENTS
That Joseph S. Stafford is the son of Richard and Catherine is a supposition based upon the information contained in Catherine's will. Joseph S. Stafford witnessed his mother's will, dated 23 Jul 1810, with brother John F. Stafford and others. That he appeared in close proximity to them in the land records is also an indicator that he was their son. There have been no other Staffords found for this geographical region at the same time.

Washington Stafford told a History of Livingston County, Illinois, 1887, that his parents were Joseph and Elizabeth Myer Stafford of Hampshire County, Virginia, and that he was one of eight children that included Lizzie Jane Wiley,himself, John Wesley, Sarah Long, Susan Brace, Mary Ridgley, William, and James. He also said his grandfather was John Stafford, a native of Belfast, Ireland.
MARRIAGE, first wife
According to the 1810 census, Joseph was already married. The name of his first wife is unknown, but he probably married her about 1809 or 1810.

Joseph does not appear on the tax and tithe rolls until 1811, presumably when he turned 21.

Joseph S. Stafford served as a corporal during the War of 1812 from Allegany County, Maryland.
CHILDREN from first marriage
Later records indicate that at least his oldest daughter Elizabeth Stafford Wiley was born before he married Elizabeth Myer in 1818. His first wife may have died in childbirth in 1818.

ALLEGANY COUNTY, MARYLAND
In 1830, Joseph S. Stafford was a constable in Allegany County, Maryland, and he also appears on the census therein the same year. It is likely that Joseph owned land on both sides of the Potomac River.
CHILDREN from second marriage
According to the census records, Joseph had ten or eleven children, including three sons.
The 1850 shows John, James, Mary, and Frances E. living at home. Frances was born in 1843, when Joseph and Elizabeth would have been in their 50s. This is not impossible,but it is improbable, and I can find no other documentation of this individual. A Joseph Stafford was living with a family
