  Gracie was born in Moccasin the daughter of Joseph and Nancy (Kegley) Skaggs. Her father was a farmer. She married Cecil Stafford by 1918 probably in Elliott County. The couple's first child, Orville, was a stillborn who was born on January 24, 1919. The couple had two more children, Ora and Talmage in Elliott County before removing to West Virginia. Talmage died in October of 1923 in Holden, Logan County, West Virginia. The family returns to Elliot County where their daughter, Ellen M., was born in 1925. Gracie and Cecil have not been found in the 1920 U.S. Census and Cecil has not been found in the 1930 U.S. Census. Gracie died from tuberculosis at the age of 27 in Moccasin.
