- He enlisted in the U.S. Army before WW I, and served three years in
Germany. He liked Army life and decided to make it his career, and retired
in 1954 with the rank of Colonel. He was decorated by the French
Government with their second highest medal. He was decorated by the U.S.
Government with many medals and honors, and received Commendations from
two Presidents. He served in both World Wars and retired from the
Bluegrass Army Depot in 1954. Col. Franklin was a member of the Richmond
Masonic Lodge, the American Legion, and the Richmond Lions Club.
